The Government keeps migration risks under constant review and remains in regular contact with His Majesty's Government of Gibraltar (who have responsibility for border security in Gibraltar) on issues including migration and border security. There is no evidence that recent migration into Ceuta has created an immediate migration risk to Gibraltar. The Chief Minister has publicly reassured the community on this point. It remains illegal to be in Gibraltar without permission, with those present unlawfully liable to arrest and detention. Gibraltar's recently updated laws on entry, residence and employment continue to provide the necessary protections against unlawful entry, residence and employment. We continue to work with international partners to strengthen border security, tackle irregular migration and disrupt the criminal networks that facilitate it.

The Government keeps all migration risks under constant review. While the operation of the Schengen Area is a matter for the EU and Schengen member countries, the Government continues to monitor the situation closely. We note Spain’s cooperation with Morocco to bring the situation swiftly under control; that over 97% of those who crossed into Ceuta have now returned to Morocco; and that permanent border controls remain in place between Ceuta and mainland Spain.

Based on the information currently available, there is no evidence that the events in Ceuta have created a new route to the UK. The Prime Minister has offered support to Prime Minister Sánchez following the incident, and the Government is working closely with Spanish and Moroccan counterparts. The Government keeps all migration risks under constant review and continues to work with international partners to strengthen border security, tackle illegal migration and disrupt organised immigration crime.

We are aware of reports concerning the case of Naama Afsari and continue to monitor this. The UK remains firmly committed to the promotion and protection of human rights globally. Officials, including up to ambassador level regularly engage on human rights issues with the Moroccan Government and authorities, most recently during the visit of the UK's Human Rights Ambassador in June 2026. At the most recent UK-Morocco Human Rights Dialogue in November 2025, officials discussed various human rights issues, including freedom of expression, rights of minorities, women's rights, media freedom, and judicial reforms.

While we do not comment on the use of Pegasus against individuals, to address the risks posed by the proliferation and misuse of commercial cyber intrusion capabilities (CCICs), the UK and France launched the Pall Mall Process in 2024 to promote responsible behaviour across the CCIC market, bringing together states, industry, civil society and academia. In 2025, it launched a voluntary non-binding Code of Practice for States, which set recommendations for governments as regulators, customers and users of these capabilities.

On 21 July 2026, the Process began negotiations on Industry Guidelines to establish voluntary expectations for organisations involved in the development, sale, purchase and use of CCICs. The Process rejects the participation of organisations and entities under international sanctions or similar restrictions.

We have an ongoing Human Rights Dialogue with Morocco, our latest iteration was in November 2025. In our dialogue we discuss a range of issues bilaterally, including freedom of expression, rights of minorities, women's rights, media freedom, and judicial reforms.

The Moroccan authorities hold primacy for the investigation into the disappearance of Inaayah Makda, and any request from the Moroccan authorities for assistance from UK law enforcement agencies will be considered on a case-by-case basis.

While the Home Secretary has not had discussions with representatives of the Moroccan authorities, consular assistance continues to be provided by the Foreign, Commonwealth and Development Office.

The Government has been assured by the Moroccan authorities that all leads, and any new leads, will be followed up appropriately.

The UK wants to see a lasting solution to the Western Sahara conflict. In her meeting with Moroccan Foreign Minister Bourita on 23 April, the Foreign Secretary reaffirmed Morocco's 2007 autonomy plan as the most credible, viable and pragmatic basis for achieving this objective. We continue to engage with all relevant parties in support of the UN-led process to achieve a just, lasting and mutually acceptable solution, based on compromise, which conforms with the purposes and principles of the UN Charter, including the principle of respect for self-determination.

The UK remains firmly committed to the promotion and protection of human rights globally, including in Morocco and Western Sahara, as we regularly make clear to all relevant parties. At the most recent UK-Morocco Human Rights Dialogue in November 2025, senior officials discussed areas of mutual interest, including freedom of expression. The UK has endorsed Morocco's autonomy plan as the most credible, viable and pragmatic basis for a lasting solution of the Western Sahara conflict. We continue to engage with all relevant parties in support of the UN-led process to achieve a just, lasting and mutually acceptable solution, based on compromise, which conforms with the purposes and principles of the UN Charter, including the principle of respect for self-determination.

The UK’s security partnership with Morocco is focused on addressing shared defence and security interests through a programme of bilateral activities, which is developed and agreed on an annual basis. Recent events in the Middle East and North Africa have not altered this approach.

We do not set country specific annual targets for bilateral trade, but bilateral trade between the UK and Morocco has been rising and reached £4.8 billion in the 12 months to September 2025, an increase of £0.9 billion in current prices on the previous 12 months. In June 2025, during the Strategic Dialogue, the UK and Morocco entered into an Enhanced Strategic Partnership, where we announced a series of arrangements to deepen collaboration, build business ties and drive further trade growth. The UK and Morocco have an agreed focus on shared priorities areas with a goal of increasing UK-Morocco bilateral trade, including on priority infrastructure projects ahead of Morocco’s co-hosting of the 2030 FIFA World Cup.

Announced at the 2025 Strategic Dialogue in June, the UK and Morocco entered into an Enhanced Strategic Partnership, reaffirming a commitment to expand economic ties and deepen collaboration in priority areas, including infrastructure, public procurement, agriculture and unlocking investment opportunities in both the UK and Morocco. The third UK‑Morocco Association Council met in London on 12 November 2025, where both countries agreed to build on the Strategic Dialogue and focus on delivering progress against shared priority areas to further strengthen bilateral trade and investment.

The UK Government consistently urges all states to uphold international law, and we continue to encourage constructive engagement with the political process led by the Personal Envoy of the UN Secretary-General Mr Staffan de Mistura in support of finding a just, lasting, and mutually agreed resolution to the Western Sahara dispute. The Foreign, Commonwealth and Development Office closely reviews the UN Secretary General's reports on the United Nations Mission for the Referendum in Western Sahara.
