PREPAYMENT WATER METERS

That this House is horrified at the figures coming out of the Severn Trent Water Company trials of prepayment meters in the Birmingham area, where, since January, 113 out of 400 water key prepayment devices installed have self-disconnected, a rate of one a day, 27.5 per cent. against an OFWAT official figure of 0.09 per cent. for 1992-93; believes that this practice is an insidious form of disconnection that threatens the basic standards of public health in this country; and calls on the Government, through the Water Regulator OFWAT, to call a halt to all further installation of such devices, and to put in place a truly independent monitoring survey of those already installed.
