IRAQI TERRORIST ATTACKS ON INTERNATIONAL AID WORKERS IN IRAQI KURDISTAN
That this House condemns the murder of Vincent Tollet, Handicap International's representative in Sulaymaniyah, who was widely respected for his tireless work on behalf of deaf and mute children in Iraqi Kurdistan; notes that his vehicle was ambushed and he was shot in the head by three men standing near to a parked VW Passat, 45 kilometres north of Sulaymaniyah, on 22nd March 1992; notes that a sustained campaign of terror has been waged by Iraqi security agents against international aid workers since June 1992 and that this campaign has greatly intensified; sees this recent attack in the context of the murder of Stuart Cameron of CARE Australia who was shot and killed near Chemchemal on 7th June 1992, a bomb near Save the Children car park, Diyana on 11th January 1993, a series of bomb attacks directed at the Kurdish population January to February 1993, one incident killing 11 people in a crowded Arbil market, an explosion in the United Nations guard car park, Arbil on 20th March 1993, and a bomb which destroyed a school supplied by France Liberte, Raniyah on 30th March 1993; recognises that the intention of the campaign is to drive United Nations agencies and international non-governmental organisations out of Iraqi Kurdistan and to place pressure on the international community regarding the negotiation of a new Memorandum of Understanding; calls on the United Nations and the Military Command Council to launch a full independent investigation of the killing of Vincent Tollet and to strengthen security; and recognises the need for Her Majesty's Government and the international community to assist the Kurds directly.
