TOOLS FOR SELF RELIANCE

That this House notes that Tools for Self Reliance is launching the Arusha Charter on Youth and Tools for Sustainable Development on 8th March; recognises the enormous challenge posed by youth unemployment in the developing world; acknowledges the potential of tools, imported and locally-produced, to provide jobs for the young and involve them in self-reliant development; believes that simple hand tools are a cost-effective, appropriate, environmentally-friendly technology without which developing nations cannot develop; and calls upon relevant Government departments and major aid agencies to recognise that tools are an important element in overseas development aid and to consider the allocation of greater resources to tool provision and local tool production in Africa.
