The UK is committed to playing its part in eradicating all forms of modern slavery, forced labour and human trafficking. We continue to work with partners through a range of multilateral bodies including the United Nations and Alliance 8.7 to grow the international consensus and encourage joint action to tackle these issues, as well as engaging with the African Union and the Arab League.

The Government supports countries across Africa through its investments in multilateral health partners, helping to strengthen health systems and deliver HIV prevention, testing and treatment services, including for opportunistic infections such as cryptococcal meningitis. Through the Global Fund, the Government has supported the introduction and expansion of cryptococcal meningitis treatment in countries where it was previously unavailable or severely constrained.

The Department for Business and Trade supports UK businesses to export and grow in markets worldwide, including Africa and Asia. Through the Business Growth Service, entrepreneurs can access tailored market advice, free Business Academy training and UK Export Finance support. In order to fund an essential increase in defence spending, this Government has taken the difficult decision to reduce the UK Official Development Assistance (ODA) budget to the equivalent of 0.3 per cent of Gross National Income by 2027.
While the share of our bilateral ODA going to Africa will be smaller as a result, we are placing greater priority on our multilateral contributions, around half of which have historically supported African countries.
In particular, we are increasing our contribution to the World Bank's International Development Association (IDA), which delivers around two-thirds of its work in Africa. We are also maintaining our strong support for the African Development Fund, which is a major source of investment across the region.
The UK remains a committed partner to developing African countries in line with our new Africa Approach, published on 9 January, moving from donor to investor, and helping countries unlock growth and private finance.

I join the Prime Minister in sending our condolences to the family of Lance Bombardier Ciara Sullivan, who died in a tragic accident, and to all her colleagues. I hope the Prime Minister will also join me in sending condolences to the family of Scott Hastings, the former Scottish and Lions rugby player who sadly passed away at the weekend.

We now see a dangerous outbreak of Ebola in central Africa, which many people fear is going to spread and get much worse, yet there are rumours across Whitehall that the Prime Minister is planning further cuts to Britain’s international aid programme this year. Will he rule that out entirely today?

To ask His Majesty's Government what steps they intend to take to assist African countries with developing programmes to (1) tackle, and (2) raise awareness of, dementia.
Under the UK's modern development agenda, we work in partnership with African countries to strengthen their national health systems, and advocate for a primary healthcare approach, adequate domestic funding, and access to health services (including health promotion and prevention), all of which helps to support individuals with dementia, and reduce the risk factors.
The UK Government supported last year's UN Political Declaration on Non-communicable diseases, the first UN declaration to formally recognise dementia. And, through Foreign, Commonwealth and Development Office's bilateral and multilateral investments, including to the World Health Organization and the World Bank Group, we support work such as the implementation of the Comprehensive Mental Health Action Plan, which recognises dementia as a high burden condition and a priority for prevention strategies. The Government also supports dementia research in Africa through Medical Research Council funding.

We remain steadfast in our commitment to media freedom in Africa and around the world, and recognise the vital role that journalists play in upholding human rights, supporting accountable governance, and protecting democracy. We have already taken significant steps to protect and promote media freedom globally, including increasing our funding for the BBC World Service by an additional £33 million over the next three years, taking our annual contribution to £148 million. We will continue to work with African partners to support and protect independent media and media freedom in their countries, with funding decisions kept under regular review.
