That this House is extremely concerned that a positive rate of VAT on newspapers, books and magazines would result in the contraction or closure of many provincial newspapers and libraries and would place a tax burden on the knowledge and community information readers currently receive free of any payment to the Exchequer; and calls on the Government to support the retention of zero rating.
