Each local authority is responsible for assessing the needs of their local communities and designing a library service, including locations and buildings, to meet those needs within their available resources.
Core funding for libraries is through the Local Government Finance Settlement. In 2026-27 the government will make available £78 billion in Core Spending Power for local authorities in England, a 6.1% increase compared to 2025-26.
Some listed buildings housing libraries may be able to benefit from the Department’s Heritage at Risk Capital Fund, operated by Historic England, which provides grants of up to £1 million to individuals and organisations legally responsible for conserving listed landmarks and has a budget of up to £60 million over the next four years.

Every Child Can will invest £132.5 million of dormant assets funding to increase disadvantaged young people’s access to enrichment opportunities in the culture, sport, and wider youth sectors. This includes a £12.5 million investment to meet our commitment to provide a library in every primary school in England by the end of this Parliament.
DCMS and the National Lottery Community Fund continue to work together to develop more of the programme’s detailed design and delivery, including which schools may be eligible for funding.

As the libraries development agency for England, Arts Council England collects and publishes data on library closures and openings in its annual English Public Libraries Location Dataset. The dataset can be found at the following link: https://www.artscouncil.org.uk/supporting-arts-museums-and-libraries/supporting-libraries and will be updated in April 2026 with figures for 2025.
