ANIMAL WELFARE (No. 2)

That this House supports the Government's own Farm Animal Welfare Council's call for animals to have the freedom to express normal behaviour and to be free from fear and distress by ensuring conditions and treatment which avoid mental suffering; condemns the keeping of mink and arctic fox in grossly inadequate living conditions which drive them to stereotyped behaviours and self-mutilation; notes that the Farm Animal Welfare Council disapproves of mink and fox farming and advised the Minister of Agriculture that it would not draw up a welfare code for fur farming to avoid giving it the stamp of approval such a code would imply; draws attention to an opinion poll which shows that 8 out of 10 people believe fur farming should be banned; and urges the Minister of Agriculture to phase out such establishments as soon as possible and to urge other member states of the European Community to do likewise.
