ABOLITION OF THE INDEPENDENT LIVING FUND

That this House notes with astonishment the Government's sudden announcement on 24th November to discontinue help to severely disabled people from the independent living fund 24 hours later; is concerned that substantial numbers of people were prevented from applying to the independent living fund before its discontinuation because of substantial delays in the processing of applicants for disability living allowance and attendance allowance; believes the blame for these delays to lie at the hands of the Department of Social Security; and calls for compensation for those claimants who would have been entitled to make a claim for help from the independent living fund.

leave from 'House' to end and add 'recognises the good sense of the decision of the trustees of the Independent Living Fund to close to new applications from 25th November to make sure that all cases in the pipeline are processed in an orderly manner by the end of March 1993; notes with satisfaction that in this its last year the Independent Living Fund is expected to make a record number,around 10,000, of new awards; applauds the Government's announcement that 20,000 or so existing Independent Living Fund cases will continue to receive cash payments from the successor body from April 1993; applauds the Government's announcement that a new fund will be established to provide assistance to the most severely disabled people; and recognises the Government's commitment to the Independent Living Fund and severely disabled people through a 20 fold increase in its financial provision in its five year lifespan to ??97 million this year.'.
