RAF NORTHOLT, AVIATION POLICY AND IMPLICATIONS FOR WEST LONDON

That this House draws to the attention of the Press, and residents of West London that, in a manner bordering on the clandestine, the Government are preparing to franchise a major aviation resource at RAF Northolt without the scrutiny of Parliament or any normally accepted public consultation procedure; considers that the manner, method, price, opportunities or consequences of franchising a new civil enclave at RAF Northolt justifies a full day's debate in this House and the publication of a Green Paper; believes that an extensive public consultation exercise should be embarked upon before any decisions are taken by Government having regard for the widespread environmental, highway and employment ramifications that the creation of such an enclave would have for the people of West London, operators of United Kingdom regional airlines, and those who wish to see the growth of the use and enterprise of Gatwick and Stansted airports; and is of the view that the Government must determine the future use of RAF Northolt as part of a much needed and wider major review of the United Kingdom's aviation and airports policy that takes into account the related issues of the proposed additional terminal at Heathrow and the need to exploit the under-used airport facilities at Gatwick and Stansted.
