NATIONAL LOTTERY (No. 3)

That this House is alarmed at the apparent size of the consortia bidders to become National Lottery opertor; believes that it is not necessary for such an operator to be a large company, with substantial borrowing, overheads, costs and salaries; is of the opinion that the limited number of tasks necessary to be performed by such an operator can be achieved by one well paid executive and a relatively small staff; that start-up costs ought to be repaid within a year; notes that successful lotteries are operated similarly and economically at the present time in Norway, British Columbia, Ontario, New Zealand, Massachusetts, Texas, Australia (Tattersalls), Austria; and calls upon the director of OFLOT, Mr Peter Davis, to act in accordance with section 4(2) of the National Lottery etc. Act 1993 and "secure that the net proceeds of the National Lottery are as great as possible".

leave out from 'House' to end and add 'recognises that the National Lottery is likely to become the world's biggest, benefiting good causes by up to ??1 billion a year if successfully launched and developed; notes that to become the biggest single consumer product in the country will demand sophisticated computers, telecommunications networks and security systems, plus efficient equipment maintenance, sales, marketing and advertising operations, a capital investment of over ??100 million; welcomes the skilled and experienced consortia bidding for the licence; notes that, on a pro rata population basis compared with Norway (200 staff), British Columbia (350), Ontario (500), New Zealand (100), Massachusetts (500), Texas (600), Australia (Tattersalls) (100) and Austria (350), the implied United Kingdom staff would be 2,800, 6, 700, 2,900, 1,700, 4,900, 2,000, 1,100 and 2,600; notes that one skilled and professional company plans to employ only about 500 staff without disguising and artificially reducing staff numbers by extensive sub-contracting; and believes that the key to a successful National Lottery is the efficiency and effectiveness of the operator who can maximise the money to be raised for sport, the Arts, National Heritage, the Millennium Fund and charities.'.
