To ask the Secretary of State for Culture, Media and Sport, what discussions she has had with the National Lottery on the potential merits of uplifting lottery grants that fund improvements to (a) churches and (b) historic buildings.
National Lottery funding for churches and historic buildings is primarily given via the National Lottery Heritage Fund (NLHF). NLHF’s decision-making on grant funding is independent from DCMS.
The Department is working closely with funders in the sector to ensure that opportunities for funding places of worship throughout the UK are maximised. The NLHF already offers grants for places of worship across all the UK and is currently investing £100m over 3 years through National Lottery Heritage Grants and a strategic initiative designed to provide targeted support to build capacity.
On 1 July the UK Government launched a major call for evidence on lottery good causes funding, seeking views from people, organisations and communities across the country on future funding. This is currently live on GOV.UK and will close on 23 September 2026.

Decisions regarding funding awards are made by Arts Council England independently of the government; therefore, the Arts Council is the appropriate body to provide any additional details. All funding decisions are made in line with clear criteria and we support an approach that encourages a range of applicants.
In May 2026 the Arts Council awarded Decolonise Fest £20,000 for their 2026 event. The Noble Lord may also wish to contact the National Lottery or Decolonise Fest to request details from them directly.

The National Lottery is a national institution and a unique source of national pride and funding for good causes. It is a huge contributor to the Government’s Plan for Change, providing £1.9 billion in 2024/25 to the arts, heritage, sport and community sectors.
Allwyn, the operator of the 4th National Lottery licence, has successfully delivered its technical transformation. This modernisation will ensure the National Lottery continues to enrich lives and support communities across the country for generations to come.

Allwyn, as the new operator of the National Lottery, has successfully delivered its technical transformation programme. This marks the biggest investment in the National Lottery since 2009, and will support Allwyn’s commitment to double weekly good cause returns by 2034.
In 2024/5, good cause returns were £1.9 billion, which is consistent with returns over the last 5 years (£1.8 billion in 2023/4). In 2024/5, the National Lottery Community Fund’s share of the good cause returns was £760m, up from £728m in 2023/24.

The National Lottery is regulated by the Gambling Commission, which is responsible for awarding the operating licence, managing licence conditions, enforcing compliance, and licensing individual games.
The National Lottery licence requires that full, accurate and up‑to‑date information about National Lottery games is easily accessible to all participants in a range of formats. The Regulatory Handbook, which provides further detail on complying with licence requirements, adds that this should include clear information on prize levels and the likelihood of winning, and that the operator’s approach should reflect industry Best Practice.
In practice, this is delivered through printed Player’s Guides in retail locations, and Online Game Procedures on the National Lottery website. These resources set out how each game works, the prizes available and the odds of winning.

Society lotteries are a vital fundraising tool for many charities, community groups, sports clubs and other non-commercial organisations. We want to see them continue to thrive, alongside the National Lottery.
On 26 June 2025, the Government announced it would not be making further changes to society lottery limits, and has no plans to review this decision.
