The Speaker has certified, for the purposes of Standing Order No. 83L(2), and on the basis of material put before him, that in his opinion, Clause 78 of the Energy Bill [Lords] as amended in the Public Bill Committee (Bill 128), including any amendments made on report, relates exclusively to England and Wales and is within devolved legislative competence, as defined in Standing Order No. 83J.
