The Speaker has certified, for the purposes of Standing Order No. 83L, and on the basis of material put before him, that in his opinion Clauses 126 to 132, 141 and 142 of, and Schedule 16 to, the Finance Bill (Bill 47) relate exclusively to England, Wales and Northern Ireland on matters within devolved legislative competence, as defined in Standing Order No. 83J as modified by Standing Order No. 83S.
