The Speaker has certified that, for the purposes of Standing Order No. 83J, and on the basis of the material put before him, that, in his opinion that Clauses 1 to 8 and 15 of, and Schedule 1 to, the National Citizen Service Bill [Lords] (Bill 114) relate exclusively to England and are within devolved legislative competence, as defined in Standing Order No. 83J.
