The Speaker has certified that, for the purposes of Standing Order No. 83J, and on the basis of the material put before him, that, in his opinion that Clauses 1, 3 to 7, 9 to 14, 16 and 18 to 21 of, and Schedule 2 to, the Bus Services Bill [Lords] (Bill 100) relate exclusively to England and are within devolved legislative competence, as defined in Standing Order No. 83J.
