The Speaker has certified that, for the purposes of Standing Order No. 83L, and on the basis of material put before him, that in his opinion: (a) for the purposes of Standing Order No. 83L(2), the following Clauses and Schedules of the Bill relate exclusively to England and are within devolved legislative competence, as defined in Standing Order No. 83J: Clauses 1 to 8 of the Bill as amended in the public bill committee (Bill 130); and Schedule 1 of the Bill as amended in the public bill committee (Bill 130). (b) for the purposes of Standing Order No. 83L(4), the following amendment made to the Bill since Second Reading relates exclusively to England: Amendment 1 made in the public bill committee to Clause 13 of the Bill as introduced (Bill 118).
