The Speaker has certified, for the purposes of Standing Order No. 83J, and on the basis of material put before him, that, in his opinion clauses 3, 40 and 41 of, and Schedule 11 to, the Finance (No. 2) Bill relate exclusively to England, Wales and Northern Ireland on matters within devolved legislative competence, as defined in Standing Order No. 83J.
