The Speaker has certified, for the purposes of Standing Order No. 83J, and on the basis of material put before him, that, in his opinion, the Rating (Property in Common Occupation) and Council Tax (Empty Dwellings) Bill (Bill 192) relates exclusively to England on matters within devolved legislative competence, as defined in Standing Order No. 83J.
