The Speaker has certified, for the purposes of Standing Order No. 83L(2), and on the basis of material put before him, that, in his opinion, Clause 2 of the Courts and Tribunals (Judiciary and Functions of Staff) Bill [Lords] as amended in public bill committee (Bill 301) relates exclusively to England and Wales on matters within devolved legislative competence, as defined in Standing Order No. 83J.
