The Deputy Speaker has certified, for the purposes of Standing Order No. 83L, and on the basis of material put before her, that in her opinion, for the purposes of Standing Order No. 83L(2), Clauses 1 to 33, 35, 37 and 40 to 62 of, and Schedules 1 to 28 and 30 to 32 to, the High Speed Rail (West Midlands - Crewe) Bill as amended in the Select Committee and not amended in the Public Bill Committee (Bill 397) relate exclusively to England on matters within devolved legislative competence, as defined in Standing Order No. 83J.
