The Speaker has certified, for the purposes of Standing Order No. 83J, and on the basis of material put before him, that, in his opinion: clauses 56, 61, 63, 65, 73 to 75, 77 and 86 of and Schedule 11 to the Environment Bill relate exclusively to England and Wales and are within devolved legislative competence, as defined in Standing Order No. 83J.
