The Speaker has certified, for the purposes of Standing Order No. 83J, and on the basis of material put before him, that in his opinion Clause 2 of the Finance Bill relates exclusively to England, Wales and Northern Ireland on matters within devolved legislative competence, as defined in Standing Order No. 83J as modified by Standing Order No. 83S.
