To ask the Secretary of State for Foreign and Commonwealth Affairs, whether it is his policy that failure by (a) the UK, (b) France and (c) the Netherlands to ratify the Constitution for Europe should lead to a presumption that that State (i) would and (ii) should withdraw from the European Union.

Mr. Davidson: To ask the Secretary of State for Foreign and Commonwealth Affairs whether it is his policy that failure by (a) the UK, (b) France and (c) the Netherlands to ratify the Constitution for Europe should lead to a presumption that that State (i) would and (ii) should withdraw from the European Union.
