Whether the Standards Board for England has the legal authority to investigate complaints made against lay co-opted members of community forums established under the Local Government Act 2000, in particular where the lay co-opted members have no voting rights on matters decided exclusively by elected members of local authorities; and whether lay co-opted members of community forums established under the Local Government Act 2000, who are not entitled to vote on matters that are decided by elected members of local authorities, can be investigated by the Standards Board for England in the event of a complaint being made about their conduct at community forum meetings.
