- If undertaking given in Commons by Minister for Aviation & Shipping to Member for South Hams in relation to recent oil spill south of Start Point implies that HMG have withdrawn from various international Conventions that strictly limit liability of polluters of sea, whether by oil or by other substances & if HMG will now insist on full insurance cover for all kinds of pollution by ships, whatever their flag.
