This acquisition forms part of the Clyde Transformation Programme, which will invest £15.1 billion over ten years to directly improve Royal Navy readiness. The Finnart Oil Terminal will strengthen defence fuel holdings and operational resilience, while also reinforcing the Government’s commitment to defence’s role as an engine for growth in the West of Scotland.
More broadly, the Government is investing £26 billion through Project Royal Oak over the next decade. This represents the biggest naval base upgrade for over 45 years.

Offshore wind continues to play a key role in the future electricity system. There are several different Hornsea offshore wind farms, each developed privately and supported through different competitive allocation rounds, with project-specific costs known to their respective developers. Hornsea 4 remains in development and has not yet secured government support; it will need to demonstrate value for money through a future allocation round. The latest Allocation Round (AR7) secured offshore wind capacity at a price 40% lower than the cost and operating a new gas-fired generation.
The Department has not made a comparative assessment of the efficiency of the project against drilling for oil in the same area.

The Environment Agency does not oversee the deployment of clean heating systems. However, where oil tanks, boilers etc. are removed, waste producers and contractors must comply with their legal Waste Duty of Care and ensure waste is managed appropriately, including any hazardous wastes from decommissioning activities.
