The Foreign Secretary and I met Cheryl Roberts, Member of the Falkland Islands Legislative Assembly, on 1 October. I also met Jack Ford, Chair of the Falkland Islands Legislative Assembly, on 13 October following my statement to the House. As is the long-standing practice of successive Governments, we do not routinely provide a comprehensive list of official meetings, discussions or correspondence relating to specific policy matters.

Whether he has made an assessment of the potential merits of expanding the scope of the British Industrial Competitiveness Scheme to include oil refineries.
The British Industrial Competitiveness Scheme is a targeted scheme designed to support a defined group of businesses within the Industrial Strategy sectors, where it can have the biggest impact on growth. Final eligibility was determined after a multi-stage economic and strategic analysis , alongside formal consultation with business and stakeholders. Our focus now must turn to implementing the scheme as effectively as possible.
I welcome the Government’s support for British industry, including through the British industrial competitiveness scheme. However, the fact that the oil refinery sector is not included in that scheme threatens thousands of jobs and our national energy security. Will the Secretary of State consider expanding the scope of the scheme and reviewing its broader eligibility requirements?

We recognise that the sector faces real challenges. The work to consider the impacts and the feasibility of bringing refined products, for example, into the scope of the UK carbon border adjustment mechanism is ongoing, and we will certainly continue to engage with him on energy costs and other issues.

The Law Officers’ Convention applies to advice which may or may not have been given by the Law Officers, or requested of the Law Officers, and the Convention applies to your question.
The Law Officers’ Convention can be found at paragraph 21.27 of Erskine May:
“By long-standing convention, observed by successive Governments, the fact of, and substance of advice from, the law officers of the Crown is not disclosed outside government. This convention is referred to in paragraph [5.14] of the Ministerial Code [updated on 13 October 2025]. The purpose of this convention is to enable the Government to obtain frank and full legal advice in confidence.”

As the Government announced in May, as part of a £600 million package, there will be no rise in fuel duty this year. This means the temporary 5p cut will be extended until the end of the year, providing certainty to motorists and businesses – including quarries.
Restricting the use of red diesel helps ensure the tax system incentivises users of polluting fuels like diesel to improve the energy efficiency of their vehicles and machinery, invest in cleaner alternatives, or use less fuel.
The activities which remain eligible to use red diesel are set out in HMRC Excise Notice 75.
