Further to Answer at 520 c2333-4 if sub-para (a) of Section 112 of Education Reform Act 1988 was expressly inserted separately from sub-para (b) so as to enable Sec of State to make an order in connection with voluntary schools or grant maintained schools for benefit of whole diocese & places elsewhere instead of being related as previously & still related under sub-para (b) to locality formerly served by voluntary school.
