If in event of nuclear accident tax-payer is required to endorse liability beyond #25 million even in event of negligence, including culpable negligence, on part of operators; how figure of #25 million was originally arrived at & what it is now in real terms; if figure has been re-examined in light of Chernobyl & if liability limitation applies to whole process of decommissioning nuclear power stations.
