- My Lords, is the Minister aware that at the end of my drive I have a borehole that is owned by the Anglian Water Authority and the University of East Anglia? It is absolutely obvious that even when there is a lot of rain the aquifers are not filling up. That is the big problem—if they do not fill up in wet years, when will they fill up?

My Lords, I do not know when they will fill up if they will not fill up in wet years. It seems to me that wet years are the years in which they will fill up. I am sorry—
