My Lords, I am afraid I am not a magician. What I can say is that the countryside is a very important feature of tourism. Some 13.4% of employment in rural areas relates to tourism, and it is 10.4% of all enterprises, so tourism is hugely important in the countryside. In many constituencies, tourism is the most important industry sector, so it is hugely important for the success of the rural economy.

My Lords, I should like to know which sister he is descended from, because my understanding is that he had at least six sisters and at least six brothers. I should therefore explain that he was one of the many sons of the Earl of Egmont, so he was not entirely a commoner.

I did not catch the name of the place...
I am not sure that that helps me very much. Certainly there is a lot happening in Orkney as part of the tidal stream and new technology. The example that the noble Lord has identified may be part of the new innovation that is taking place right there, but I am afraid that I do not have any specific details on that.

My Lords, one is looking out for a moth. It is called the oak processionary moth that exists on oak trees. It is called the oak processionary moth because it processes up oak trees in a processionary manner, whereupon it does what moths want to do. Being more serious, I should make it clear that Forest Research at the Forestry Commission is offering advice, particularly in the south-west London area, on identification. It is not just our officials and those from the Forestry Commission who will be identifying the moth—we want the public to be able to report on outbreaks as well.

The noble Lord, Lord Walpole, is right about the mobile services. It is an issue which is very much in the Government’s mind. There are more than 2 million talking books in stock as well as collections of large-print material, which are also used for the blind. Libraries also provide a valuable home service to those who are not mobile enough to travel to library buildings. In 2009-10, nearly 88,000 housebound readers benefited from this service. The Government are very much aware of this issue but, in the end, it will be a local decision.

My Lords, my advice is that best practice guidance on the diagnosis and treatment of Clostridium difficile infection is clear and is available. The management of the infection requires the isolation of cases, hand-washing with soap and water and the use of the antibiotics metronidazole or vancomycin.

My Lords, I understand that many cars cannot receive digital radio and that it will be 2013 before most cars, as they are manufactured, have digital radio sets built into them. There is the possibility—the Government are working with the industry on this—of having switchover sets placed in motor cars.

My Lords, like the last speaker, I use this service regularly. I could not agree more about the lack of service, which is getting worse and worse. The punctuality is not too bad, but the service suffers from Railtrack problems, such as level crossings that do not shut so that we have to wait for 10 minutes, which meant, I am afraid—addressing the right reverend Prelate—that I missed Prayers the other day.

My Lords, because of the concern about the prevalence of TB in London, the Government have centrally funded what is called the find and treat programme, including a mobile X-ray unit, until 2010. After that, the London PCTs will combine to take on the programme, if the evaluation proves to be right, and the mobile units. We now know through the HPA of the recommendation to have two units. We are urging the London PCTs to undertake to pick up the funding in 2010 and to run that programme.

Farmers or their staff used to do the spraying themselves, and we certainly told everyone where we were going to spray and, if possible, when. The new idea that all farmers should use contractors for everything means that contractors are much sloppier, and, judging by the way they are behaving around us, do not carry out these things properly.

My Lords, clearly, the farmer must take responsibility for the work undertaken on their farm by the contractor. The good practice code is clear about the benefits of giving the kind of warnings that the noble Lord has suggested. However, we should never be complacent and must do everything we can to ensure that where notification is appropriate, it is duly given.

My Lords, some tasks may be even beyond the Foreign Office. Embedded in that, however, there is a significant point. Sometimes diplomats spend not just years but decades abroad, and are not as familiar with the country they represent, whether in terms of language or anything else, as they might be if they were back here a little more often,. One of the points about flexibility is to ensure that those who represent us abroad not only speak languages, but speak authoritatively for our language and culture.

As the portico is outside of Portcullis House, it is technically a public walkway and its upkeep is therefore the responsibility of Westminster City Council.
Councils are required by law to keep their land free from litter and refuse and to keep public highways clean. This duty is set out under Section 89 of the Environmental Protection Act 1990. A Code of Practice on Litter and Refuse has been issued under this Act in order to clarify councils' responsibilities in this area. The code defines standards of cleanliness in terms of Grades A (litter-free) to D (heavily littered with significant accumulations).
It then specifies time limits within which the council must restore an area to Grade A (for hard surfaces), should it become littered. These time limits are between half a day and 28 days, depending on land use intensity and whether or not any special circumstances apply.
The Code of Practice on Litter and Refuse is available on the Defra website at www.defra.gov.uk/environment/localenv/litter/code.

It is absolutely obvious that even when there is a lot of rain the aquifers are not filling up. That is the big problem—if they do not fill up in wet years, when will they fill up?
