- If HMGovt agree with US Sec of State that after withdrawal of Iraq from Kuwait, regional security regime should be set up to cover whole Middle East; with whom this proposal is being discussed; & if HMGovt hold that any such proposals have direct bearing on events in Gulf area & in Occupied Territories.
