The Building (Amendment) Regulations 2001 and the Building (Approved Inspectors etc.) (Amendment) Regulations 2001 Regulations implemented changes to Parts H (drainage and waste disposal), J (combustion appliances and fuel storage systems) and L (conservation of fuel and power) of the Building Regulations.A Regulatory Impact Assessment was carried out and is on the Department’s website. It gives the following estimates of costs and benefits:

As is clear above, the changes in each case were shown to deliver substantial health and safety, and energy efficiency benefits which far outweighed the costs. It was estimated that the costs to regulators would be nil or minimal since these were amendments to existing provisions.
