- My Lords, can the Minister accept that the figures quoted by him are probably less than meaningful, bearing in mind the fact that the population of the United States is roughly five times that of the United Kingdom?

My Lords, the noble Lord makes a point that I could not have made better. The difference in numbers of those who have gone from one country to the other relate to the fact that there are some 260 million people in the United States and some 60 million here.
