What system DHSS normally uses to distribute literature, including leaflets, application forms etc; on what basis Sec of State decided retain services of Curzon Marketing distribute housing benefit application forms; whether he has retained private firms in past 5 years perform similar services; & which other services he plans contract out to private companies.
