- To ask Her Majesty's Government why they needed the permission of the European Commission before implementing the Homeowners Mortgage Support Scheme allowing homeowners to defer 70 per cent of interest payments on their mortgages for a maximum period of two years.

The EC Treaty provides that a member state must not put a proposed state aid measure into effect until the Commission has made a decision approving the aid. Under the Homeowners Mortgage Support Scheme, the Government give a guarantee to lenders which has the potential to distort competition. The Commission approved the aid on 20 April 2009.
