- Recently revealed figures show that, since 2001, 140 inmates have been allowed to die of cancer while serving their sentences in UK jails. In the light of the Business Secretary's recent country sports activity, is there, under this Government, one rule for British inmates and another one for Libyan mass murderers?

As the hon. Gentleman knows, the decision on Libya was made by the Scottish Administration. It was their decision to make; it was not our decision to make.
