Prisoners

- To ask the Secretary of State for Justice what guidance his Department issues on the recommended minimum ratio of prisoners to prison officers on duty at any one time.

Minimum staffing levels are set by governors. No central guidance has been issued to governors on a minimum ratio of prisoners to prison officers across the prison as a whole. The Specification, Benchmarking and Costing programme is producing non-mandatory operating models for services operated in prisons, which can include potential staffing models. Governors may use these operating models to inform their decisions about staffing. The programme publishes a full list of the prison and probation services to be covered by the programme, which has been placed in the Library of the House.
