Developing Countries: Politics and Government

Question
To ask the Secretary of State for International Development pursuant to the oral statement of 19 October 2010, Official Report, columns 797-801, on the Strategic Defence and Security Review, what criteria his Department uses to determine whether a state is (a) fragile and (b) conflict-affected.
Answer

The Department for International Development (DFID) does not formally distinguish between the categories of (a) ““fragile”” and (b) ““conflict-affected”” states. DFID uses a range of criteria drawn from internationally recognised indices, including the World Bank's Country Policy Institutional Assessment Index, the Failed State Index of the Fund for Peace, and the Uppsala datasets of Armed Conflict to determine which states are ““fragile and conflict-affected””.
