Bi-zonal, Bi-communal Federations

Question: To ask Her Majesty’s Government, further to the remarks by Lord Howell of Guildford on 13 January (Official Report, col. 1573), which countries are governed under a bi-zonal, bi-communal federation similar to that which they espouse for Cyprus; and what assessment they have made of the success of that political system in each case.

Answer: The Government have not made any such assessments. The two Cypriot communities are working towards a bi-communal, bi-zonal federation but the full details are yet to be fleshed out. We want to see a settlement agreed and peacefully implemented by Cypriots for Cypriots to deliver a stable, prosperous and united Cyprus, operating as a valued partner within the EU. We will support whichever form of governance the Cypriots themselves agree.
