- To ask Her Majesty’s Government, further to the remarks by Lord Howell of Guildford on 11 February (Official Report, col. 441), on what they will spend the £24 million to promote stable, open economies and the £58.5 million for promoting value, human rights and British diplomatic influence in the Middle East; and whether non-government organisations will be invited to submit proposals.

I refer the noble Lord to the Written Ministerial Statement made by my right honourable friend the Foreign Secretary in the other place on 1 February 2011. (Official Report, Commons, col. 42WS). We routinely invite implementers from a wide range of civil society organisations, including non-government organisations and companies, to submit bids and participate in competitive bidding rounds for projects.
