Written question asked by Lord Maginnis of Drumglass (Ulster Unionist Party), in the House of Lords. It was answered by Lord Howell of Guildford (Conservative) on Wednesday, 9 March 2011.

Iraq: Camp Ashraf

Question
To ask Her Majesty’s Government what assessment they have made of the alleged psychological torture of Iranian refugees at Camp Ashraf in Iraq through the continuous use of multiple loudspeakers surrounding the camp; whether such a use of loudspeakers constitutes a violation of the Fourth Geneva Convention; and what representations they have made to the United Nations on the matter.
Answer

We are aware of reports that loudspeakers are being used outside the camp by family members of the residents. On 20 February 2011, UK representatives met with the UN and the Iraqi Government's Ashraf Committee to discuss the situation at Camp Ashraf. We urged the Iraqi Government to ensure the residents' human rights are respected and we continue to encourage both sides to engage in constructive dialogue leading to a lasting, and peaceful, resolution. The Fourth Geneva Convention does not apply in this case. Protection afforded by the designation of protected persons is only applicable where there is an international armed conflict or a situation of occupation under international humanitarian law. Neither of these scenarios is relevant to Iraq now.
