- To ask Her Majesty’s Government whether the public procurement rules contained in the Utilities Contracts Regulations 2006 or the Public Contracts Regulations 2006 were used for letting the Thameslink rolling stock contract; and on what basis the decision was taken to apply the regulations in question.

The letting of the Thameslink rolling stock contract was in accordance with the Utilities Contracts Regulations 2006. It is in the public interest that the decisions taken by the Secretary of State for Transport are taken in a fully informed legal context. Communications between the Secretary of State and his legal advisers are subject to the legal advice privilege.
