The previous government took the decision to cancel the Croydon Area Remodelling Scheme, which was focussed on tackling the Croydon bottleneck. My department is working with Network Rail and operators to improve the performance of Southern and Thameslink services.

My Department is working with all Universal United Kingdom resort delivery partners to refine our transport infrastructure plans. At this point, the focus of investment is a new railway station at Wixams, upgrades to local roads and upgrades to the A421 slip roads. Together, these investments will improve connectivity, support economic growth and create opportunities across the UK.

The deployment of an enhanced team of 110 Travel Safe Officers on Thameslink services has now been completed.
Travel Safe Officers are deployed across the network in a targeted, flexible, and data-led way. Their allocation is informed by intelligence and reports from railway staff, the British Transport Police and members of the public, with resources focused on areas where anti-social behaviour, trespass and ticketless travel are most prevalent, in order to maximise passenger safety.

GTR will introduce WhatsApp as a customer support channel, in phases over summer and autumn 2026.
This will happen via a 1 to 1 chat function, providing customer relations support and broadcast messaging to improve real time information delivery.
The improvements that GTR are making to the support they provide to customers will be delivered by the existing teams within GTR.

On 31 May 2026, the Thameslink Service transferred into public ownership to deliver more reliable, passenger-centred services across the network. As part of a programme of planned improvements, the train operator is wrapping Thameslink train toilets with a tough protective film to deter graffiti and reduce cleaning times and costs. It expects half the fleet of Class 700s to be fitted by the end of this year with full completion anticipated by the end of 2027.
The operator is also carrying out a programme of enhanced internal cleaning across the Thameslink fleet, with all unit interiors scheduled for completion by August and external cleaning of all exterior paintwork due to be completed by October 2026.
The train operator is also taking a range of wider anti-graffiti initiatives including trialling rapid detection technology and enhancing collaboration with Transport for London and the British Transport Police to improve intelligence gathering and support enforcement action.

DFTO are supporting GTR in the recruitment of additional Thameslink drivers, which will assist in reducing reliance on rest day working. There have been over 50 new drivers on the GTR network since July 2024, with further drivers currently being trained. As a result, cancellations related to traincrew availability continue to decrease, with Thameslink seeing a 30% reduction in 2025 and a strong start to 2026.

The Department recognises the significant growth pressures and opportunities facing the rail network from major developments such as the expansion of Luton and Gatwick Airports, the proposed Universal Studios theme park in Bedfordshire, and extensive planned delivery of new housing.
Govia Thameslink Railway (GTR) has shared initial long‑term demand modelling with the Department, including projections linked to these major developments. This work indicates substantial future growth in passenger demand, and we expect operators to continue working closely with Network Rail and local partners to refine these forecasts and develop the business cases needed for targeted improvements.
Officials at DfT and DFTO are in regular discussions with Network Rail on opportunities to improve services across the Brighton Main Line, including in the Croydon area. As part of Network Rail’s Sussex Railway Upgrade Plan, £900 million is being invested in renewing the Brighton Main Line and its branches between 2024 and 2029.

The Department requires its train operators to use reasonable endeavours to provide alternative means of transport where they cannot provide their planned train service. Rail replacement bus services are typically provided when parts of the railway are closed for planned maintenance and upgrade work or unplanned maintenance and repair work. The Department does not specifically allocate funding for the purpose of reducing the number of rail replacement services.

In line with our published guidance, the Department has developed a number of possible rail demand scenarios in both the medium and long term. The Department considers a wide range of evidence for our project appraisals and policy decisions and seeks to use the most up to date inputs to aid in these decisions.

My Department is working with Southeastern, Govia Thameslink Railway and Network Rail to address reliability issues on the Rainham route, particularly following a rise in cancellations since the beginning of the year driven by employee sickness and training demands linked to new technology.
Higham station currently has two Thameslink services per hour with additional Southeastern services at peak times. Station coverage is monitored to ensure a minimum service of one train per hour in each direction and Southeastern services can be scheduled to make additional stops at Higham if required.

Whilst currently you are not able to link railcards to contactless bankcards, we are working with Transport for London on the functionality to use Railcard discounts with Pay As You Go (PAYG) with contactless, and this will follow in due course. Passengers will continue to be able to use Railcard discounts on the equivalent barcode, smartcard, and magstripe fares which are price equivalent in many cases to the PAYG price.

Luton Airport Parkway station is well served with up to eight Thameslink and two East Midlands Railway trains an hour to and from the station.
Most passenger demand for the airport is either in the off-peak period or in the contra-peak direction, when trains are typically less busy.
The two train operators for the station, Govia Thameslink Railway and East Midlands Railway, were involved in the planning process for the airport expansion plans, including in relation to their ability to provide sufficient capacity to meet expected changes in demand.
