Maritime Industry: Safety

- To ask Her Majesty’s Government what assessment has been made of the value of the Confidential Human Factors Incident Reporting Programme for the maritime industry in enhancing safety at sea.

The Department for Transport agreed to fund the Confidential Human Factors Incident Reporting Programme (CHIRP) for Maritime (Confidential Hazardous Incident Reporting Programme) for a trial period. In assessing its effectiveness, the department concluded that the programme had not seen any significant uptake in the commercial shipping and fishing sector, but had gained wide coverage in the recreational and sail training sector, helping yachtsmen to learn from near-miss incidents.
