Energy: Green Deal

- To ask Her Majesty's Government what assessment they have made of the introduction of a transition period for the change from loft and cavity wall insulation to solid wall insulation under the Green Deal.

The Government's consultation on Green Deal and the ECO noted that Green Deal finance should generally enable householders to invest in loft and cavity wall insulation at no up-front cost. The energy company obligation (ECO) could leverage private sector capital and help develop the market for measures such as solid wall insulation, where the Green Deal golden rule does not apply (ie, where energy bill savings from energy efficiency measures do not fully repay the cost of the measure). We are currently considering responses to the public consultation on the design of the ECO and the Green Deal, and we will issue a formal consultation response, including on how we will manage the transition period, later in the spring.
