Since 2009-10, dementia research funded by Government through the National Institute for Health Research, the Medical Research Council and the Economic and Social Research Council has almost doubled, from £28.2 million to £52.2 million in 2012-13. Over the same period, funding by the charitable sector has increased, from £4.2 million to £6.8 million in the case of Alzheimer’s Research UK and from £2 million to £5.3 million in the case of the Alzheimer’s Society. Data on annual expenditure on dementia research by commercial sources are not available.

The implementing secondary legislation for Electricity Market Reform (EMR) is currently being finalised. It is the Government’s intention that these regulations will be laid before the House at the beginning of June 2014 and published concurrently.
The regulations will then be scrutinised by both the JCSI (Joint Committee on Secondary Legislation) and the SLSC (Secondary Legislation Scrutiny Committee). Should the regulations be approved by the committees, then Business Managers in both Houses will be asked to schedule scrutiny debates. Once debated, approval motions will be tabled in both Houses.
Subject to the will of Parliament, it is intended that the Regulations will come into force around 1 August 2014.
Additionally at the beginning of June, the Government will publish the response to four consultations:
·Electricity Market Reform: Consultation on Proposals for Implementation (October 2013)
·EMR: Consultation on industry code and licence modifications (January 2014)
·EMR: Contracts for Difference Regulations - Consultation on Directions to Offer Contracts for Difference (March 2014)
·EMR: Consultation on Balancing and Settlement Code subsidiary documents (April 2014)
We will also publish an accompanying handbook setting out the final detailed policy of EMR, titled Implementing Electricity Market Reform.
The publication of this information alongside the laying of legislation provides certainty to industry on final EMR policy design and keeps EMR on track for delivery this year.

Our priority is to ensure that same sex couples, who are not currently in a civil partnership and who have been waiting to marry in order to formalise their relationship are able to do so as soon as possible. Therefore our focus has been on enabling marriages to take place, and as a result this will happen several months earlier than anticipated.
As the Government announced on 10 December 2013, we are working hard to ensure that couples wanting to convert their civil partnerships into marriages are able to do so as soon as possible. We aim to do this before the end of 2014.
These aspects of implementing the Act take longer because they involve developing and implementing completely new procedures and processes. This contrasts with the work to make new marriages for same sex couples possible, where we have been able to build on existing processes so implementation is more straight- forward.

The Impact Assessment (IA) notes that DECC's modelling could underestimate the impact on wholesale prices if the Capacity Market is not introduced. However, the Energy Act was passed by Parliament in December and the first capacity auction is scheduled to take place at the end of this year. The Capacity Market will ensure there is sufficient investment to keep the lights on and protects consumers against the risk of high wholesale prices for energy.
As the IA noted, we are seeking to improve the capability of the Department's Dynamic Dispatch Model. In particular we are exploring the use of stochastic modelling to assess the impact of unpredictability in plant outages and demand, as well as the modelling of investor decisions in response to expectations of future prices.

The same notification requirements apply to all forms of controlled wood and the Customs clearance is only permitted when the relevant phytosanitary checks are completed. The Forestry Commission operates a system of regular management reviews to ensure that
these phytosanitary checks are completed by inspectors according to standard operational procedures. These management reviews are supplemented by independent reviews by Forestry Commission Internal Auditors and the European Union’s Food and Veterinary Office auditors. Plant health inspectors are required to attend regular refresher training on import inspection procedures.

Within the European Community, the responsibility for the phytosanitary checks on the imports of controlled wood used as biofuel rests with the individual member state where the material is landed. Responsibility for control of intra-community movement rests with the registered traders in the relevant member states. The Department for Environment, Food and Rural Affairs is responsible for co-ordination of plant health policy for the UK. In Great Britain, the Forestry Commission is responsible for implementing the plant health controls relating to import and movement of controlled wood used as biofuel. In Northern Ireland, the Department
of Agriculture and Rural Development Forest Service undertakes the same responsibility. Where physical inspection is required in Great Britain this is carried out by inspectors authorised by the Forestry Commission under the Plant Health (Forestry) Order 2005.

The scope of the EU plant health directive extends to wood, wood products and bark. Biomass material imported for fuel is subject to the requirements of the directive in the same way as plants and plant products imported for other purposes. While liquid biofuels or refined solid biofuels such as wood pellets and charcoal will provide no risk of spreading tree diseases, some wood or wood products (eg chips) used as biofuel may pose a risk and such risks are assessed in order to provide the scientific basis for the measures which apply to the control of imports.
Where a risk is identified with imported biomass specific requirements are introduced, which range from an import prohibition to measures which must be applied before exports can take place to the EU. Where a decision is taken to regulate imports of a particular commodity, they must be accompanied by a phytosanitary certificate to confirm that the prescribed requirements have been complied with. The phytosanitary checks that are made on imports of controlled wood used as biofuel are similar to those applied to other controlled wood products.
These consignment checks include an examination of the accompanying phytosanitary documentation; a check on the identity of the material declared and, where required, a physical inspection to ensure that material is free from pests and diseases and complies with specific landing requirements. An importers’ guide to the controls for wood-based biofuel products is available from the Forestry Commission.

My Lords, government policy for the long-term safe and secure management of higher-activity radioactive waste in the UK, excluding Scotland, is to place it deep underground in a geological disposal facility. Our approach to implementing geological disposal is community-led. The Government are committed to voluntarism, working in partnership with areas that have come forward to take part in the site selection process. To date, three local authorities in west Cumbria have expressed an interest in that process, but the invitation for other communities to come forward remains open.
