Whether he intends to publish the report prepared by the Red Cross on prison conditions under which the Iraqi detainees in the United Kingdom were kept during the course of the Gulf war. - No. Convention is that such reports are made available only to Govt of detaining country & to national Govt of those detained, & in confidence.
