- How many complaints under sections 68 and 99 of the Education Act 1944 and appeals under section 8 of the Education Act 1981 he has received since 1st April 1983 in relation to local education authorities' failure to specify in sufficient detail the provision to be made under section 3 of a statement to meet a child's special educational needs; and in how many of these cases he has instructed local education authorities to redraft the relevant section 3.
