- How many complaints under sections 68 and 99 of the Education Act 1944 he has received since 1st April 1983 in respect of local education authorities refusing to undertake assessments of children's needs under section 5 of the Education Act 1981; and in how many cases he has found in the complainant's favour and instructed the local education authority to undertake formal assessment. - Disproportionate cost.
